RICHLAND CO.— An Olney man who was involved in a manhunt after he was rumored to have taken off with a teenage girl half his age has been charged with a drug felony in Richland.
Joshua O. Spivey, 29, of 1210 South Baltimore, Olney, has been charged with one count of Unlawful Possession of a Controlled Substance, identified as alpha-Pyrrolidinopentiophenone, a street the drug, developed in the 1960s, commonly referred to as flakka, gravel or bath salts.
The drug is a synthetic stimulant and is sometimes the active ingredient found in bath salts.
Spivey, the subject of a front-page article in the December 2015 Special Edition after he was alleged to have taken off with 15-year-old Makayla Casey of Olney, was apprehended during a somewhat spectacular arrest by Lawrence County authorities on the evening of Dec. 9.
Spivey was never charged in the case, reportedly because Casey refused to testify against him.
He has quite the criminal history in Richland County including a 2005 conviction for Burglary, which earned him a sentence in the Illinois Department of Corrections (IDOC) of four years.
He still owes $112 in fines and fees from that case.
Spivey was shipped off to IDOC on a sentence of seven years after a 2008 conviction for Theft $300-$10,000.
Still owes $17,911.79 in fines, fees and restitution from that stunt.
Spivey has several pending cases in Richland County already, including one from September 28, 2015 in which he is charged with Aggravated Fleeing and Unlawful Manufacture/Delivery of Cannabis 500-2,000 grams.
He is also charged with Unlawful Delivery of Methamphetamine in a March 18, 2016 case and Violation of Order of Protection from a March 27, 2016 case.
At the time of the filing of his most recent drug charge in Richland, Spivey was serving a probation sentence of four years, handed him May 4, 2016 following a Lawrence County conviction for Aggravated Fleeing Police.
In addition to that probation, Spivey was ordered to undergo drug treatment and to pay $3,352 in fines and fees.
Pills and a pipe
A Lawrence County convict who was the subject of a traffic stop in Olney May 16 found himself behind bars on a couple drug charges.
William O.S. Montgomery, 23, of rural Lawrenceville, was stopped at 3:05 p.m. at 1125 West Main St., Olney, while driving a maroon 1999 Chevrolet passenger car.
Subsequent to that stop Montgomery was found to have on his person some hydrocodone and one folding pipe, used to smoke cannabis, with burnt residue.
And so WOS Montgomery was taken into custody and charged with Unlawful Possession of a Controlled Substance and Unlawful Possession of Drug Paraphernalia.
Montgomery’s claim to criminal fame in Lawrence includes a conviction December 9, 2014 for Driving Under the Influence of Alcohol for which he was sentenced court supervision for 12 months and ordered to pay $1,860 .25 in fines and fees, of which he still owes $430.25.
He was also convicted in Lawrence of Battery June 17, 2015 and was sentenced to conditional discharge for 12 months and ordered to pay $362 in fine, of which he still owes $262.
Cash bond in his Richland case was set at $1,500.
Lexington Street meth
An Olney woman already serving a probation sentence on a violence conviction has been jailed on a drug charge.
Tiffany J. Colborn, 30, of 200 North Lexington St., Olney, is accused of Unlawful Possession of Methamphetamine after authorities say on May 18 they discovered her at her home at 5:25 p.m. in possession of less than five grams of meth.
Colborn was convicted June 4, 2015 of Battery and was sentenced to probation for two years and ordered to attend a special facility and to pay $568 in fines and fees.
Cash bond in the case was set at $1,500.
Judge Larry Dunn has ordered that Colborn be granted “reasonable” phone access in order to seek treatment at Prairie Center in Campaign.
