RICHLAND CO.— A Sumner man has been charged with drunk driving while illegally carrying a weapon.

Police reports indicate that Jerry L. Totten, 33, of 122 West North St., Sumner, was the subject of a traffic stop May 22 at 12:14 a.m. driving a black 2009 Jeep on Herman Drive at West Street, in Olney, after he was spotted driving on the shoulder of the road.

Subsequent to the stop Totten is said to have smelled of alcohol and failed a field sobriety test.

He refused to submit to a breathalyzer and was taken into custody charged with felony Driving Under the Influence.

During the arrest Totten was found to be in possession of an H & R revolver and Winchester X22 caliber bullets at a time when he did not possess a FOID card, earning him the additional charge of Unlawful Possession of a Firearm.

He was also cited for Improper Lane Usage, Taillight Out, Operating Uninsured Motor Vehicle and Driving Revoked.

Totten has a Lawrence County conviction for DUI Alcohol from January 18, 2012, for which he was sentenced to probation for 18 months and ordered to pay $4,051 in fines and fees.

Totten was released from police custody May 25 after posting $1,000 cash bond.

Rands called in…sigh

In an unrelated story, Deborah E. Tracy, 65, of 1205 Margo St., Olney, has been charged with felony Theft.

Information filed in the case alleges that between June 1, 2012 and December 30, 2014 and as a course of continuing conduct Tracy obtained unauthorized control over some unidentified property of another.

The value of said property was estimated as more than $500 but less than $10,000.

Special prosecutor David Rands has inexplicably been brought in to handle the case.

Case bond in Tracy’s case was set at $1,000.
