RICHLAND CO.— A Noble man, recently freed after serving a sentence in the Illinois Department of Corrections (IDOC), has been jailed on one count of sexual assault.
Authorities allege that on January 24, Brandon L. Wise, 25, of 1884 East Illinois St., Noble, committed the offense of Criminal Sexual Assault when at 705 South Camp, by force he placed his finger in the vagina of the victim through her pants.
Wise is also charged with a single count of Battery after authorities say he caused bodily harm to her when he grabbed her hand and twisted her wrist.
It appears the victim is an of-age female, but Disclosure has chosen not to publish the name at this point.
Wise earned himself a prison sentence of three years when he was convicted December 21, 2012 of Possession of a Stolen Vehicle.
In addition to the prison time, Wise was ordered to pay $645 in fines and fees, of which he has paid nothing.
He was sent back to IDOC April 17 on a sentence of five years after he was again convicted of Possession of a Stolen Vehicle.
And as recent as Jan. 12, Wise was convicted of Resisting a Peace Officer, with one count of Aggravated Assault of a Handicapped/60+ Year Old Victim being dismissed.
In that case he was sentenced to pay $297 in fines and fees, of which he has paid nothing.
Following a Jan. 25 hearing the victim’s cell phone was returned to her.
Wise still owes $5,267.53 in fines and fees from that case.
Wise is the crim who was reported to have been with Shannon Tarpley Cessna back in early December, following a traffic stop that got both of them booked into the Richland County Detention Center.
Tarpley-Cessna, having slashed at her wrists in the days before the arrest, was wearing an Ace bandage when she was brought in, but unwound it and managed to hang herself, this according to family. She died three days later.
That investigation is ongoing.
